An associate of J. Sterling Morton, Morton recruited Watkins to work on the History of Nebraska planned for the Omaha Exhibition of 1898. Watkins became the principal editor, writer and compiler of the three volume project, published 1898-1911. Thereafter he served as Historian of the Nebraska State Historical Society. The Society has a collection of his papers.
