A major general, United States Army, the author served as a staff officer at Supreme Headquarters Allied Expeditionary Forces and on military missions to Great Britain and the Soviet Union, 1942-1945. He was a military adviser to the Paris Peace Conference in 1946.

The Hoover Institution at Stanford University holds his papers.
