Ruggles was born in Nebraska but moved to Los Angeles in her teens. She was a "reconstruction aide" for the sick and injured veterans of World War I. She worked first with tubercular soldiers and later with the injured and amputees. She is considered a pioneer in the field of occupational therapy.
