A prominent attorney who practiced law in San Francisco, 1906-1907 and 1920-1972. He was a railroad lawyer and served on numerous public and government boards governing railroads, defense transport, procurement and Army contracts in the World War I era. He was awarded the Army Distinguished Service Medal in 1920, and citation read in part: "to Mr. Max Thelen, a United States Civilian, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Chief of the Purchase Branch of the Purchase, Storage, and Traffic Division, Mr. Thelen was responsible for the initiation of the purchase policy and the supervision of all contracts."
